Who Started the idea of Anime anyone know

Anime is essentially just like our western cartoons and comics (Spiderman/Ben 10 etc), just a different artist style.
The west came up with cartoons but Japan just changed it into what it is today.
It depends what you're asking though. What the first modern anime was or the actual first animated thing to come from Japan.

In 1948, Toei Animation was founded and produced the first color anime feature film in 1958, Hakujaden (The Tale of the White Serpent, 1958). This film was more Disney in tone than modern anime with musical numbers and animal sidekicks. However, it is widely considered to be the first "anime" ever
